National Center for Science and Technology Evaluation (NCSTE) was originated in 1997 and formally became a specialized agency affiliated to the Ministry of Science and Technology (MOST), P. R. China in 2005. It was set up to meet the demands of S&T development. Over the past decade, it has successfully implemented a series of evaluations in the field of China’s S&T policies, programs, projects and research institutions, meanwhile developed the basic S&T evaluation standards, methodologies etc., all of which not only prove its necessity of establishment, but also showcase its great contributions to the progress of S&T management system, policy making, as well as the unprecedented development of S&T and Innovation of China.
The leadership of NCSTE is appointed by MOST. Currently the Director-General is Dr. Wang Ruijun. The two Deputy Director-General, respectively, are Mr. Mao Jianjun and Mr. Huang Canhong. NCSTE is composed by ten divisions. In total, NCSTE has around 60 full-time employees, most of them are professionals with PhD or Master degree and have rich experience in S&T evaluations. In addition, in order to fulfill its mission, NCSTE has developed a high level consulting and advisory team, an expert database with over 5000 experts, and cooperative network with over 30 domestic and international agencies.
